Some people beg in the streets even if they don't need the money
Even if they don't want to work
Some people beg in the streets for you to pity them
Some use children, some use animals to capture your attention
And some rob you when you get distracted.

We never know... Here, people are begging to buy beer and sometimes drugs, most of the time.
But this lady... we never see beggars sit on the ground. Maybe they are not allowed to.

Beggars sit and lay on the ground here all the time. It's not something you find weird and you don't even notice anymore...

truestory. In my own city Kazan sometimes if you give food or coins (not banknotes) panhandler (woman or man) can say you " f*ck you". Sorry for bad language.
It is amorally when panhandlers use babies. They give baby drugs (heroin) or alcohol, that is why baby sleeps all the day.
This situation is very sad. But I believe that some of them really need help.

I also hear that story in my country... that the babies are kept quiet by using alcohol or drugs.

I usually give a small amount of money. I don't worry if it is a scam. I only care about my own actions. Through the twists of fate anyone can find themselves in a similar situation and become dependent on the charity of strangers. If it is a scam then so be it. Those who prey on the charity of others will have to answer for their sins to the ultimate authority.
